As is well know, the European Commission’s Directive No. 2001/42/EC, concerning the assessment of the effects of plans and programmes, involved the codification of a Strategic Environmental Assessment (SEA), a tool whose aim is to ascertain, throughout the planning phase and its procedural handling, any significant environmental effect that might be determined by the planned interventions.
