The latest approach to regional development is constituted by the place-based method, which was developed in the Barca Report and used as the basis of the Structural Funds reform.
According to it, public policies should be shaped by place specificities, so as to unlock their potentials and offer a contribution to both local and aggregate growth; besides, it recognizes the strategic role of governance at local and sovra-local levels. The most significant issues debated concern the where and when to invest, and the efficacy of interventions.
