THE OVERALL PICTURE<\/p>\n\n
In the first quarter of 2023, in Italy, labor input, measured by hours worked, increased by 1.3% compared to the previous quarter and by 3.3% compared to the first quarter of 2022. In the same period, GDP recorded growth of 0.6% in quarterly terms and increased by 1.9% in trend terms. Also in Tuscany, in the first months of the new year, the expansive phase of the labor market continues. Employees are growing both on a cyclical basis, on the fourth quarter of 2022, and on a trend basis. There is also a significant increase compared to the same pre-Covid period. The positive signs, compared to the first quarter of 2022, are observed in all sectors excluding financial services. The trends observed for construction and industry are above average, while the tertiary sector is growing less, within which tourist services stand out, due to their consistent growth. In comparison with the corresponding period of 2019, only the footwear and tanning industries show negative signs, in addition to financial services. The demand for labour, expressed in start-ups, is also growing compared to both the same quarter of 2022 and that of 2019. The number of unemployed and the unemployment rate are decreasing sharply, especially for the female part, while the share of the so-called discouraged while participation in the labor market increases. The use of social safety nets has significantly reduced given the end of the derogation fund and the almost zeroing of the Solidarity Funds, both shock absorbers dedicated to the tertiary sector.<\/span><\/p><\/p>\n\n Insight: Phenomena of polarization of the labor market<\/span><\/strong><\/p><\/p>\n\n Negli ultimi decenni, si \u00e8 verificata una marcata polarizzazione del mercato del lavoro nei\u00a0Paesi avanzati, con una crescita congiunta delle fasce pi\u00f9 e meno qualificate della forza lavoro,\u00a0insieme a una riduzione della domanda di qualifiche intermedie routinarie, cognitive e non.\u00a0L\u2019economia italiana, tuttavia, si distingue per una crescita molto limitata dell\u2019occupazione\u00a0altamente qualificata, che offre una migliore retribuzione, e per una crescita molto accentuata\u00a0dell\u2019occupazione a bassa qualificazione, con minore tutela e remunerazione. Pertanto, nel caso\u00a0italiano si pu\u00f2 parlare con maggiore precisione di una polarizzazione asimmetrica spostata\u00a0verso il settore terziario meno qualificato, con tutti i rischi che ci\u00f2 comporta per la solidit\u00e0 del\u00a0futuro economico del paese. Rielaborando i dati relativi alle Comunicazioni Obbligatorie (CO),\u00a0analizziamo l\u2019evoluzione del fenomeno della polarizzazione in Toscana dal 2009 al 2022. Al\u00a0pari del contesto nazionale, la Toscana ha osservato, nell\u2019ultimo decennio, una polarizzazione\u00a0asimmetrica, decisamente spostata verso il quartile pi\u00f9 basso della distribuzione delle professioni\u00a0per livello di salario medio orario.
