The report comes at a time of profound transformation in the regulatory and operational framework governing public procurement: the new Code (Legislative Decree 36\/2023) has fully taken effect, the National Recovery and Resilience Plan (PNRR) cycle has reached its most intensive implementation phase, the comprehensive digitization of procedures has become fully operational, and the qualification system for contracting authorities has been launched.
