Innovation policy in Germany.
Strategies and programmes at the federal and regional level

This study has been commissioned to IRPET by Tuscany’s Regional Government, Department of Industry and
Technological Innovation, and has been conducted by Alexander Eickelpasch (DIW Berlin) in cooperation with Marco Mariani and Patrizia Lattarulo (IRPET). However, the only author of the study is Alexander Eickelpasch.

In the literature, there are several studies about R&D and innovation policies implemented in Germany at the federal level, which either provide an overview of the policy system, or develop evaluations of programmes. However, up-to-date and systematic information about the activities at the regional level are rare. The paper provides an overview of the innovation policies that have been recently implemented in Germany by the 16 Bundesländer. The study also provides updated information about programmes implemented at the federal level.
