The effects on growth and welfare of expenditure associated with the ERDF and ESF programs for 2014-2020

The study is part of the joint activities of IRPET and the Tuscany Region for the year 2024 and was commissioned by the ERDF Managing Authority (Activity no. 1.2024). The research was conducted by Renato Paniccià, IRPET’s Analysis and Intersectoral Models, Energy, and Environment research area. The report assesses the impact of ERDF and ESF spending for 2014-2020 on the Tuscan economy in the period 2014-2023. The type of assessment and modeling used in this report only allow for the measurement of one aspect of the overall impact of the funds, namely that relating to spending. However, the analysis carried out showed a significant impact of the two funds on the regional and national economic system. The analysis was carried out using a multiregional SUT model, and in some cases, such as for the ERDF, the impact was also estimated at the Local Labor System level using a multi-LLS model. The results confirm the expected characteristics of the funds’ generation of added value. The ESF is more oriented towards current expenditure to support inclusion processes and labor policies, while the ERDF has been a significant source of activation in the investment component (especially intangible investments) not only for Tuscany but also for the rest of Italy.
