What is the ‘new normal’ for local authorities? The role of regions and territories amid structural challenges and a crowded reform agenda

Report compiled by regional socio-economic research institutes: IRES Piemonte, IRPET, SRM, PoliS-Lombardia, Ipres Puglia, Liguria Ricerche, and Agenzia Umbria Ricerche, and presented on Wednesday, December 6, 2023, in Rome.

The current international economic situation continues to be affected – following the crises linked to the pandemic, the war in Ukraine, and high energy prices – by growing geopolitical tensions with significant impacts at the local level. In recent years, a vast European program based on the relaunch of investments and a major reform plan has been implemented to support the economy. As usual, the Report on Territorial Finance monitors and analyzes public finance structures, focusing on the role played by regional and local administrations. The economic section of the Report, introduced by Luciano Greco, examines the most recent trends in regional and municipal finance, in light of their responsibilities in supporting investment and implementing the PNRR (National Recovery and Resilience Plan). This phase highlights the many shortcomings of the public sector, which are addressed by important reform proposals. The monographic section, introduced by Paolo Di Caro, explores a number of issues that are crucial for the sustainable and inclusive development of our country: the relationship between the UN 2030 Agenda and cohesion policies; the centralization/decentralization of local development policies; the PNRR (National Recovery and Resilience Plan) and contract reform; production chains in southern Italy and certain sectoral policies related to welfare and water resources. Finally, in the section dedicated to international comparisons, the report presents a comparative constitutional analysis of equalization mechanisms and sub-national participation.
