December 6, 2023 | The Parliamentary Budget Office (UPB) sent the Senate Committees 4a-European Union Policies and 5a-Economic Planning and Budget a report on the implementation status of the National Recovery and Resilience Plan (PNRR) following a request from the Committees themselves.

Statement by the President of the UPB, Lilia Cavallari, during the examination of Act No. 182 “Assigned matter concerning the Report on the implementation status of the National Recovery and Resilience Plan (PNRR) updated as of May 31, 2023 (Doc. XIII, No. 1)” – European Union Policy and Budget Committees of the Senate of the Republic

Patrizia Lattarulo and Giuseppe Francesco Gori collaborated on the analysis contained in Chapter 4, “The State of Competitions.”

The analysis presented in this chapter was developed in collaboration with P. Lattarulo and G. F. Gori of IRPET. The analysis required the integration of the ReGiS dataset with the public dataset of ANAC. For this reason, the ReGiS dataset used is not as up-to-date as the one referred to in the previous paragraphs, but dates back three weeks (to the beginning of November). However, the evidence gathered is still robust for two reasons: the total value of projects with CUP and CPL codes amounted to 176.45 billion at that time, 400 million less than the value found on November 26 (referring to the total resources from each source of funding); furthermore, using the ‘Gare’ and ‘Gare_Aggiudicatari’ files, in the most recent version published on ReGiS, we obtain information consistent with the analysis developed together with IRPET, which remains more comprehensive and detailed thanks to the use of information from ANAC sources. (see note 26 on page 22 of the Report).
