2025 Report on Public Procurement in Tuscany
The study was edited by Giuseppe Francesco Gori, a researcher at IRPET, as part of the “Public Economics and Infrastructure” research area coordinated by Patrizia Lattarulo.
The following individuals contributed to the Regional Public Contracts Observatory: Barbara Lasagni (Head of the Information System for the Regional Public Contracts Observatory and the Regional Section of the National Anti-Corruption Authority’s Observatory) and Ivana Malvaso (Contracts Sector Manager).
The annual report on public procurement, prepared by IRPET in collaboration with the Regional Observatory on Public Procurement, provides an analysis of the public procurement market in Tuscany, constantly comparing it with national trends, based on public data from the National Anti-Corruption Authority. The report comes at a time of profound transformation in the regulatory and operational framework governing public procurement: the new Code (Legislative Decree 36/2023) has fully taken effect, the National Recovery and Resilience Plan (PNRR) cycle has reached its most intensive implementation phase, the comprehensive digitization of procedures has become fully operational, and the qualification system for contracting authorities has been launched. These transformations have a profound impact on the market structure and require an analysis capable of distinguishing between factors that are cyclical in nature and those that are structural.
