The study is part of the joint activities of IRPET and the Region of Tuscany for the year 2025, Activity No. 6.2025. The report is one of IRPET’s evaluative contributions for 2025 to the Tuscany Smart Specialization Strategy 2021-2027, as provided for in Resolution GR no. 1321 of November 28, 2022, Annex A. Tuscany’s Smart Specialization Strategy (S3) guides regional development, addressing major demographic, digital, and energy transitions. This report, prepared by IRPET for 2025, offers an evaluative contribution to Tuscany’s S3 2021-2027 and explores three central themes. On the demographic front, starting from the aging population and its consequences on the availability of labor, the analysis highlights tools such as Pegaso grants and research grants to strengthen regional human capital by attracting talent. For the digital transition, the report updates the picture of the digitization of Tuscan businesses using the latest ISTAT data and focuses on the spread of advanced technologies. The energy transition is examined through the evolution of consumption and the regional energy balance, with particular attention to energy-intensive production sectors. The report supports the S3 in orienting regional growth towards sustainable and competitive development.
